The general objectives of the conference are:

to develop regional proposals for presentation at the World Conference on Higher Education – 2009;
to establish an integrating regional vision based on cooperation that will result in fostering the quality, pertinence, and relevance of higher education in the region, and its growing impact as a strategic instrument for the sustainable development and international competitiveness of Latin American and Caribbean countries;
to analyze future scenarios of higher education in the region and the world, in order to propose to governments the development and implementation of pertinent and transforming public policies;
to create an opportunity for the presentation of best academic practices in the administration of science, technology, and innovation through a “showing” of management instruments and of program models for the training of human resources in science and technology management;
to reaffirm the principle of higher education as possessing fundamental values of human development, social justice, and the culture of peace as socially referenced State policy and as a human right;
to guarantee the inclusion of higher education on the agendas of the countries of the region;
to develop a follow-up plan to the commitments assumed in regard to the World Conference of Higher Education -2009.

Dissemination of instruments and best academic practices in the management of science, technology, and innovation.
Declaration of the Ministers present at the conference.
Publication of a volume of summary essays on the nine selected themes, in both Spanish and English, for distribution preceding (and during) the Regional Conference – Cartagena meeting.
An on-line edition, in Spanish and English of the summary essays and preliminary studies on the nine themes and their sub-themes.
A Declaration of Cartagena, containing the proposals of the Cartagena 2008 conference, for presentation at the World Conference on Higher Education – 2009, and delivery of the document to governments for its wide distribution.

OBJECTIVOS

La Conferencia Regional de Educación Superior en América Latina y el Caribe, CRES 2008, tiene como objetivos generales:

Elaborar las propuestas regionales para presentación en la CMES-2009;
Conformar una visión regional integradora con base en la cooperación solidaria que resulte en el avance de la calidad, pertinencia y relevancia de la ES en la región y su impacto creciente como instrumento estratégico para el desarrollo sostenible y competitividad internacional de los países latinoamericanos y caribeños;
Analizar los escenarios futuros de la ES en la región y el mundo, con la perspectiva de proponer a los gobiernos el desarrollo e implementación de políticas públicas pertinentes y transformadoras;
Crear un espacio para la presentación de buenas prácticas académicas en gestión de Ciencia, Tecnología e Innovación a través de una “muestra” de instrumentos de gestión y de modelos de programas de formación de Recursos Humanos en gestión de C&T;
Reafirmar el principio de la ES como constitutiva de valores fundamentales al desarrollo humano, a la justicia social y a la cultura de paz, como política de Estado y como bien público, socialmente referenciado y derecho universal;
Garantizar la inclusión de la ES en la agenda política de los países de la región;
Elaborar un plan de seguimiento a los compromisos asumidos hacia la CMES-2009.

Socialización y divulgación de instrumentos y buenas prácticas académicas de gestión en Ciencia, Tecnología e Innovación.
Declaración de los Ministros presentes a la CRES.
Publicación de un volumen de ensayos-síntesis sobre los nueve temas seleccionados, en edición española e inglesa, para distribución antes (y durante) de la reunión CRES – Cartagena 2008.
Edición digital, en español e inglés, de los ensayos-síntesis y estudios preliminares sobre los nueve temas y sus sub-temas.
Declaración de Cartagena, en que se concertarán las propuestas de la CRES – Cartagena 2008, para presentación en la CMES – 2009 y el envío a los Gobiernos y para divulgación amplia.
